According to Addison, some of these costs were linked to major events such as the Lapu-Lapu Day tragedy, protests related to the Israel-Hamas war, and city-led operations like the Hastings Street encampment removal. He added that while special events like fireworks and concerts contribute to costs, part of this spending is later reimbursed by organizers—nearly $12 million was repaid in 2024.
Budget overruns and political concerns
The VPD exceeded its $423-million budget in both 2024 and 2025, with overtime identified as a major factor. In 2025, the department expects to exceed its budget by $8 million.
Coun. Pete Fry called the growing figures “a bit eyebrow-raising” and questioned how the city would cover the difference while Mayor Ken Sim aims to freeze property taxes. Sim’s office responded that “the city has not received any additional funding from the province to put towards public safety costs, while Surrey recently received $250 million.”
VPD’s annual reports show that the force handled 1,018 protests in 2023 and 937 in 2024, both requiring substantial overtime resources.
