Vancouver Police overtime costs soar

Overtime costs at the Vancouver Police Department (VPD) have risen sharply between 2022 and 2024, with some officers earning more than double their base salary. A freedom of information request obtained by CBC News reveals an escalating trend in overtime spending, sparking questions from city officials and former police board members about oversight and sustainability.

Rising overtime earnings among Vancouver sergeants

According to the records, sergeants consistently received the highest overtime payments in the last three years. In 2024, one unnamed sergeant earned $239,258 in overtime alone, surpassing the top base salary of approximately $158,000.

CBC News confirmed that overtime pay for top-earning sergeants nearly doubled within two years.

VPD spokesperson Sgt. Steve Addison described the record payment as exceptional. He said he could not identify the officer due to data anonymity but noted that overtime may result from “backfilling patrol vacancies, protest policing, special event duties or investigations.”

Number of officers earning over $100,000 in overtime doubles

A significant increase was also seen among officers earning large overtime sums.

  • In 2022, 11 officers earned more than $100,000 in overtime.
  • In 2023, that number rose to 28 officers.
  • By 2024, 47 officers reached or exceeded that threshold.

The number of officers making more than $100,000 in overtime more than quadrupled in just two years.

Seven constables earned more than $140,000 in overtime in 2024, effectively doubling their base pay. Former Vancouver Police Board member Faye Wightman, who resigned in 2024, questioned whether the department’s approach was justified, asking, “Who’s overseeing that?” and “Do you need the number of sworn officers directing traffic that you’ve got?”

Total overtime spending reaches record levels

The department’s financial records show a consistent climb in overtime costs.

Total overtime spending rose by 50% between 2022 and 2024, reaching a record $39 million.

Criminologist Josh Martin from Kwantlen University described the trend as worrying, noting that such dependence on extra hours may lead to burnout and health risks among officers. “Whenever I go to an organization and they have a lot of members coming in on overtime, it worries me for them,” he said.

Addison, however, stated that there were no concerns about burnout and that officers volunteer for extra shifts based on preference. He emphasized that overtime is necessary for maintaining public safety and that violent crime is currently “at a 23-year low.”

Constables remain the main overtime recipients

The VPD data show that constables account for the majority of overtime payments each year. Sergeants, staff sergeants, and special constables make up smaller shares.

Constables consistently received about two-thirds of total overtime payments from 2022 to 2024.

According to Addison, some of these costs were linked to major events such as the Lapu-Lapu Day tragedy, protests related to the Israel-Hamas war, and city-led operations like the Hastings Street encampment removal. He added that while special events like fireworks and concerts contribute to costs, part of this spending is later reimbursed by organizers—nearly $12 million was repaid in 2024.

Budget overruns and political concerns

The VPD exceeded its $423-million budget in both 2024 and 2025, with overtime identified as a major factor. In 2025, the department expects to exceed its budget by $8 million.

Coun. Pete Fry called the growing figures “a bit eyebrow-raising” and questioned how the city would cover the difference while Mayor Ken Sim aims to freeze property taxes. Sim’s office responded that “the city has not received any additional funding from the province to put towards public safety costs, while Surrey recently received $250 million.”

VPD’s annual reports show that the force handled 1,018 protests in 2023 and 937 in 2024, both requiring substantial overtime resources.

Broader national context

Experts note that rising overtime spending is not limited to Vancouver. Police departments in Calgary, Toronto, and Montreal report similar increases. In British Columbia, new collective agreements and the creation of the Surrey Police Service have increased competition for officers, causing staffing shortages that contribute to overtime reliance.

As Martin summarized, “Policing is expensive. And I err on the side of, you know, you pay for what you get, right?”

A spokesperson for the Vancouver Police Board confirmed that the board is currently finalizing an audit into overtime practices, which will review spending and management systems.

The VPD spent nearly $40 million on overtime in 2024, up from $26 million in 2022. The department’s growing reliance on extra hours has become one of the most pressing financial challenges facing Vancouver’s public budget.
